There doesn't seem to be any consistency. For example, I received and e-mail today and it was delivered three times with the same time stamp. Same e-mail is being delivered to my Outlook multiple times. Outlook 2016 is also sending and receiving e-mails from my POP3 account (mail server) as it should be.
